Synopsis
In a society where superhuman abilities are common but public heroics require official registration, ordinary people are forbidden from using their powers openly. Koichi Haimawari, a young man who admires heroes but lacks the credentials to join them, becomes involved with underground crime-fighters who protect others outside the law, forcing him to confront what heroism means without legal authority.
