Synopsis
In a near-future society, advanced surveillance can assess mental health, personality, and criminal risk before a crime occurs. Investigations pair an Inspector with an Enforcer: one oversees procedure while the other confronts suspected offenders with deadly authority. Enforcer Shinya Kogami must handle cases within this unforgiving system, where thoughts and potential actions can carry the weight of guilt.
