Synopsis
Akira Kongoh intends to expose and dismantle a contest known as the 23 District Project, where teenage delinquents from Tokyo's specially designated areas battle for national control. Drawn into the competition under the unwelcome nickname Diamond Delinquent, he must confront rival fighters while pursuing the organizers responsible for turning their territorial rivalry into a struggle over Japan's future.
